The adaptation of the priciples of system engineering and BPMN to the process of transferring the governmental and municipal services into electronic form along with foundation the interdepartmental electronic relations

Abstract

The article is devoted the Federal Law, July 27, 2010,no. 210-FZ "Organization of Public and Municipal Services" overall realization in the Republic of Bashkortostan  It presents the analysis of each stage of the public and municipal services conversion to electronic form and intergovernmental electronic cooperation from the government agencies point of view and describes the using of integrated survey method of services business process, modeling, technical realization and its implementation in state project. On the basis of analysis we’ve developed the semantic model of the design and manufacturing activities system for the implementation of this project, also we’ve described the method of constructing system-related business process models, allowing computerize the execution process, and developed through-thickness process of realization public and municipal services conversion to electronic form and intergovernmental electronic cooperation.
