The article considers expert approach to managing quality of housing and communal services. To explain the reasons for non-compliance of service standards applicable model gaps. Also analyzes the purchasing power of incomes in relation to some of the housing and communal services. Identified factors influencing the effectiveness of the quality management of housing and communal services.
